Binance says 90% is replaced. Withdrawals are the next test.

Binance's 31 October recovery update says it has replenished 90% of the assets stolen in the recent attack, up from 80%. It still targets reopening withdrawals on 1 November. These are the exchange's statements, not independent confirmation that normal service has returned.
The exchange reports full backing for ten major assets, including bitcoin and ether. It says less-liquid tokens make up the remaining shortfall and are still being acquired. Funding includes its treasury and portions of its SAFU and futures insurance reserves.
A new reserve snapshot is dated 31 October at 00:00 UTC. Binance expects the complete verification proof by 3 November. A published snapshot and a completed proof are distinct milestones.
For customers, three questions remain separate: what has been replaced, what can be independently checked, and when withdrawals actually work. The announcement advances the first; it does not complete all three.
I welcome progress. I shall save the ceremonial ribbon for the moment the exit opens. Otherwise it is just a very expensive room with a ribbon in it.
